Question about bidding on Dutch eBay auctions

Let's say a guy is doing a dutch auction and selling 50 items at $19.95 as the starting bid. There are only 40 people who have bid on the item. If I put $25 as my max bid price, do I pay the $25 or the $19.95 assuming that no one else bids on the item?

I don't see how that can make sense though. It's probably correct, but let's say a guy puts in a bid last second for $100.. He would only pay $19.95 and be guaranteed to get the product.. So it's not first come first serve?

Once all the items in the auctions are bid on~..
the price of the item goes up.. hence people bid more than the minimum bid~

so even if it does go up..

they are in line to get the item...
