Hell, if they run the license, can they now retrieve a picture of you? I would imagine that if they ran the license, they still may not be able to pull up a copy of the actual license to verify whether or not you are who you claim to be.

In many states where it is "illegal" to drive without a license on hand, you can go to court and if you demonstrate you had a license at the time, they don't charge you. At least, that is what I found last time I googled it.

Couldn't you go to the DMV and say you lost the ID and then get a new one, then put the old one in your car?

you do know that is it illegal in lots of states to drive without your license in the vehicle? Sure, some let it slip, but you cannot rely on that.

once it got me out of a speeding ticket. he concentrated on bitching me out for not having my license with me. made me promise i'd always carry it with me from now on, and let me go.

2 illegals make a legal:)

I would think that dispatch would be able to provide a description even if the police are not able to download one directly into the cruiser (I would think they can at this point).

But absolutely-- they would probably ask you for your real license no matter what.

As for removing it from the wallet this is correct for multiple reasons.
A. Picture could be over top of the real picture thereby being held in by the wallet cover.
B. Liability issues, they can't have anyone claiming that they took money from their wallet.
C. Much easier to check the water mark for validity.
D. On VA State drivers licenses, driving restrictions are typed on the back (Only a code is on the front under endorsements representing the restriction)

Nope. Illegal here(Michigan) to arrest somebody for not having ID. It happend in Detroit to a 16 year old girl. There was a big fuss in the news about it since it was an illegal arrest. Turns out federal laws protect such things. Your law in virgina will only last until it is challenged.

Illegal does not mean arrest worthy-- you would get a citation/summons.

Additionally, I BELIEVE, but I am not sure-- this rule MAY only apply if you are able to operate a motor vehicle. Obviously a 12 or 13 year old, for example, cannot be issued a citation/summons for not having an ID. There is a cut off point somewhere, but I do not know for sure what it is.

I'd like to just make a photocopy of mine and place it in a clear bi-fold registration wallet. That way if asked, I could just hand him/her the wallet with the photocopy and the proof of insurance already in it. I would not have to fumble for my wallet, find my id, take it out..etc..etc..

Well I don't plan to. I had a friend ask a police officer and they can write you a citation for not carrying your license with you if you do not have it in the car.
He said the photocopy thing is legal, but they will just hassle you about it most of the time because they can.

I think your friend or the officer was full of shit.

A photocopy of an ID is not suitable for proof of identification.
