No kidding...just basic honesty I guess...and the fear of maybe getting caught...but it happens a lot more than the airlines/airports want you to know...
 
In Hong Kong, you need a baggage stub. In the USA, you can make a living stealing luggagebag. They did a special a few years ago on Dateline or one of those show and they went to this guy's house and found about 2000 luggage.
 
There are very few US and European airports wherein you need to show/compare your stub to the ticket on the luggage.

Majority of airports in Southeast Asia require your ticket stubs.....Northeast Asia airports are like US airports, no checking either.
