question about ATSC (HD) external tuners

I've been shopping around for one, and am wondering if all ATSC tuners are capable of picking up the same resolutions. I have a 24" LCD that does 1920x1200 so I know its capable of 1080p. Last I heard thought TV broadcasts maxed out @ 1080i. But my question is will a cheaper ATSC tuner be capable of picking up a 1080i broadcast, or can it be limited to only 480p? Basically is there a standard for ATSC tuners? I just don't want to get one, then find out it can't receive the highest possible quality.

Edit1: Apparently not all ATSC tuners are created equally. The one I was looking @ only supports 480p. "Although the recorder does support HDMI output resolutions up to 1080p, the internal digital tuner is actually limited to 480p so it's not technically an HDTV tuner"

Can anyone recommend a good stand alone tuner that receives the 1080 signals, and that maybe also has a DVD upscaller.
