Question about Air Circulators

like the Vornado 610W Whole Room Air Circulator

for example i have it as a gold box deal on amazon for about 50 bucks.

but i was wondering, do you have to use it with an air conditioner for hot days? or is it just like a fan? because it says circulates warm air during winter... so i was thinking... if the air in my room is warm, woudln't it just make things even warmer? that would suck for summer....

when i went down to visit a friend in L.A., he had a vornado (i think this is the one) basically a really strong fan for the size.
