question about a song: instrument or voice?

anyone else know this song? great album btw.

at the beginning of the song, after the drumsticks and drumbeat, a sound starts up and it sounds a lot like a human voice, but also like an instrument, or maybe a combination.

it's very high-pitched and i'm sure if you know the song you know what i am referring to.

so is it an instrument, or someone's voice?
