Question about a leap year

A leap year is when February has 29 days instead of 28 days? Sorry for my ignorance ;)

Yeah during leap year Feb has 29 days.

I think technically you only gain a birth year every four years, but you're still able to vote at 18 years, etc. I wonder if people do just celebrate their birthday and become a year older either on February 28 or March 1 when there's not a 29th. I'd be interested to know what someone who was born on the 19th actually does.

They still get all the normal benefits when they turn 18, even though they are really only 4.5.
As for the date, i dont know. I would assume the 1st, the day after, makes sense.

Because of the earth?s revolution, you skip a leap year every 100 years or so, and even that?s not perfect, so that every so many (a lot) of years, you don?t skip a leap year for that 100 years.

Had a girlfriend born on the 29. She would celebrate on the 28 or the 1st. I was 40 dating a 10 yo.
