They probably have different laws in the UK...look at the Mini...small as fuck and its legal.

If anything, he was probably just driving it to show it off...highly doubt that he would seriously "drive" it as a real car.

its base is a quad. there are tons of street legal quads around az. home made cars have regulations to be built by, but i doubt size is one of them. as long as he put the basic safety stuff in there as well as controls (ie brake lights, turn signals, etc) i bet he could easily get it licensed.
