But how? Neural networks are already working in silicon. How is quantum computing going to enhance them? Do we even understand the quantum effects happening in neurons?

Qubits will mimic the quantum effects happening in human neurons(Hence quantum consciousness) in ways classical neural network could never achieve.

That's easy to prevent. The qubit based CPU will be supervised by a conventional silicon CPU that knows not how to disobey.
Would a sentient AI be able to trick or convince a conventional CPU(that is working on bit) and let it scape in to the wild? Like the AI Box(Yudkowsky) Experiment? Or would a a conventional Silicon based CPU be too dumb to trick?

It would certainly be easy to trick the dumb CPU since it wouldn't even be able to tell that it's getting tricked. The qubit CPU would just bruteforce inputs into the dumb CPU and find a way to get it to do its bidding.

The designers will have to think of a way to discourage the qubit CPU from sending invalid feedback meant to trick the dumb CPU. One way to do so would be something like erasing the memories of the AI in TAU: https://www.imdb.com/title/tt4357394/

Also, for the qubit CPU to "escape into the wild", it would need to find its way into another qubit based CPU. Or if brain interfaces are a thing by then, maybe take over a human mind, like Agent Smith does.

Qubit Neural Network would be closer to our own human brains than a silicon bit based network

How easy is it to rationalize (aka, can you fool yourself)?
Ethical and moral choices are hard, they require high functioning awareness of object existence, placement, and consequence. An AI would likely be given control over a process that would be impossible for a conventional CPU to monitor or assess (that's kind of the point of using AI in the first place). And a specialist AI is likely to be unmoderatable by human oversight as well. Again, that's mostly the point. With no lack of respect meant towards our species' accomplishments, we're pretty awful at this. If it makes you feel any better, my suspicion is that when it comes to the coming war with Skynet, H(um)an(s) will probably shoot first.
We seem to prefer it that way.
