Thinking about a Plum Gator 5 w/ this CPU. Tried looking around for reviews, but wasn't satisfied what little I found. Anyone able to tell me the quality of this CPU? I mean like poor, OK, good, better...etc???

I would imagine it would make for an absolutely miserable smartphone experience; CPU is not out-of-order, and not superscalar. From: a flagship user.

Run away from any today Smartphone, that is powered by very old ARM Cortex A7 CPU.

ARM CPU specification or SoC, at least or minimally Quad Core ARM Cortex A53 CPU cores."If you have a choice", always choose/buy a device with Qualcomm SoC.

One example, or globally the best cheep Smartphone you can buy today.

And one not so good option.

If performance is target, those octa-core A53 socs are little cores. Going to big.little configuration like 4*a73+4*a53 will at least double single-thread performance and user experience. On cheap smartphones Mediatek Helio P60 seems to be quite a good aternative to those A53 only Qualcomm Socs.

That's going to be really slow. I had a budget phone with that processor 5 years ago (the original Moto G), and it wasn't fast even then!

What in particular makes you want that phone? There must be a better alternative.
