Qdow.dll threat

Hi;
Usually pretty good with this stuff but I am stumped here.

Both Norton 2004 av and rav online scan are detecting a qdow.dll within a cabfile in my temp internet folder but neither can delete it.
Spybot,adware se, trend online, panda online do not detect it.
Manual inspection of the folder does not show it. Before you ask, Yes I have selected that all hidden files must show in the folder options.

Have also tried in safemode, have never downloaded huntbar or wintools, which qdow is assosiated with.
I am running winxp with sp2.
all av and adware programs are updated.
