Q9650 needs replacement

Huh, a locked CPU on a deadend platform, with a well documented and unfixable security flaw? What a deal!
Yea I certainly would want to invest in a better cooler and motherboard to wring out the couple hundred mhz overclocking headroom from Ryzen. That "unfixable" security flaw has already been fixed with a patch that has zero to minimal effect on the type uses the OP has described. And the 8400 could certainly be upgraded to an 8700, although since the OP is coming from a core 2 era cpu, doesn't appear he upgrades often.

Wrong Depending on the use case, and the devices, (SSDs in particular) it has been shown to have a significant effect on performance

Well I could have 3 good deals closing end of July. Good chance I’ll increase my budget.
If I have a 4th I’ll do something crazy like a Thread Ripper.
