Q9550 vs Motherboard

Q9550 cpu vs ASRock P43DE3 LGA 775 Intel P43 ATX ($80)

MoBo specs: ATX, 775, DDR3 1600/1333...,
Memory sticks - DDR3 1600

When I read the specs of MoBo on Newegg & ASrock website they state the DDR3 is at 1600 regular, but when I downloaded the manual for the mobo, it says 1600 only by OC. I want to believe the website, but I know the manual is true as far as achieving 1600 at overclock.

TWO QUESTIONS PLEASE:
a) Can anyone suggest another MoBo within that price range that would run at DDR3 1600?
b) The Q9550 processor runs at FSB 1333MHz. Does that mean that even if I have a fsb 1600 MoBo the effective speed would be reduced to 1333MHz?

That just mean the motherboard supports processors that use upto 1600MHz FSB. the Q9550 will work fine at 333MHz FSB (1333 quad-pumped) and will work comfortably at 400MHz FSB.

sometimes you have to bump the VDIM (RAM voltage) up 0.1v for 400MHz FSB to be stable. if youre lucky or have high quality RAM then it should work right away. a 0.1v raise is still within DDR3 specifications so don't worry about it.
