1) Is there a way to set seti limit on processor usage. I do not want it to show 100% usage. I want to limit it to 65%. Is that possible? I can put alot of seti clients if that is possible.

 
If you have two CPUs, obviously, that would do it. Also, you could try running RC5 alongside SETI, with both at the same priority (RC5 is normally lower, but you can increase that.) That would make it about a 60/40 split, I think. Two RC5 threads (stupid idea normally) would assure something like a 30% share for SETI (and a 60% share for RC5 😀).
 
Seti only uses cycles that no other process with a higher priority has requested. It runs invisibly in the background and relinquishes the cpu any time anything else needs it. The only time it causes any noticable effects is when the machine runs out of RAM and needs to kick Seti to virtual memory.

Unless there is a third party program out there, I don't think what you want to do can be done.
