Just wondering if an appliance says that it runs at 60 watts does that mean 60 watts an hour power consumption?

No, a Watt is a measure of power over time, specifically joules per second.
When a 60W appliance is on, it is consuming 60 joules every second.
If you run that appliance for one hour, it has consumed 60 Watt hours, that is, it consumed 60W for one hour. The meter on the side of your house measures Watt hours.

No, it means it is using 60 Watts. 60 Watts means 60 joules per second, you can't say "Watts per second".
