puzzle solved!! - previously overclocked c2d system now boots at default speed

CPU = Intel C2D e6420 rated at 2133 MHz.
It was running stable at 8x375 = 3000 MHz for several years.
A few months ago boot was failing so I changed it to 7x400. That worked for a while.
Right now it boots up at 8x266 no matter what bus speed I set in bios.

Memtest shows no errors.

Any ideas? What should I try next? Has the memory deteriorated?

Here is the config:
Gigabyte GA-965P-DS3 rev.3.3.
Bios was F13. I tried flashing to the latest bios, F14D but, no charge.
Memory = 4x1 GB Transcend PC2 6400.

cpu cooler = Freezer 7 Pro.

Bios settings had been:
8x
host clock = enabled
cpu host freq = 375
system memory multiplier = 2
pci-express frequency=103

over voltage:
DD2 = +.3
pci-e = +.1
fsb = +.1
(g)mch = +.1
cpu voltage = 1.40

Are you sure the setting to use your FSB is enabled? When it doesn't boot it shuts that setting off.

Yes. I rebooted to check.
CPU Host Clock Control = Enabled.

I had searched the forum before posting, but I didn't find that solution.

Funny thing is just today when I booted my gax48 it did the same thing after being fine for 4 months in this build...
