Putting up a simple security camera, $4,000 budget

Okay so I'm a student at a state college in Minnesota. Recently people have been breaking into the pool at night. I am good friends with the athletic trainer who runs the pool and she wants me to put in a simple, easy to run security camera. I was wondering if anyone had some advice on an easy to use program for a camera connected to a computer. I did a search for a free program and found one called "dorgem" (www.dorgem.sourceforge.net). That is fairly simple and easy but i have about a $4,000 budget so I'm trying to find something that maybe runs multiple cameras or has some other crazy features i don't know about. I'm also looking at cameras and any advice would be appreciated.

It seems Dorgem is no longer available. Does anyone know of a good software program for monitoring using a camera? I am looking for something that streams on the internet but also saves the video on a hard drive. I will be using only one camera but I am in search of a good software. If anyone can shed some light on this that would be great. Thanks
