Putting restrictions on WinXP Pro-- how?

I'd like to limit what people can do via policies.. such as shutting down, installing new software, etc. The problem is though, if I set everyone but me to "Guest," then sometimes the guests have problems running software/games because they write to .ini files or some other file that might be restricted by default to administrators/power users only.

What's the best way to solve this problem, so I can set these people as guests, without screwing up their ability to run certain software/games that might write back to the drive?

Group Policy.

Create a non-guest account, and then restrict it through the group policy editor.
