These types of things have been available for years. One of my friends had a little thing on his keychain that would send the "off" command for the most popular ~50 televisions several years ago. Here's something like it at Thinkgeek:

This annoys me. I can't get my dang DirecTV remote to work with my TV. Yet people can pull out their smart phones and turn off every TV in a bar.

I had one of the early pocket PC's in highschool with IR and an app that contained something like 20,000 profiles for devices. There wasn't any device in the school I couldn't control from under my desk.

Now, everyone with a S4 or One can cause TV havoc whenever bored...
