I have had this several times and it usually goes away. We have a 430watt psu here, generic and its making a whining noise. I am thinking its something with the ballbearings in the psu fan? Anything I can try?

Try blowing some compressed air in there to clear out any dust. Otherwise, replace the PS.

Try oiling the fan, that's probably what's making the noise. Remove it from the psu and then peel away the sticker over the hub, remove the little rubber washer that sits on top of the bearing and put a drop or two of light oil there, spin it a few times then reassemble. If its just the fan, replacing the entire unit would be pretty silly.

I was just saying blow some air in there to try to loosen up dust if thats what it is because most would not advise taking apart a power supply. Up to you though.
