I have a Vantec Ion2 and Motherboard Mointor says i have on the 12v line it says i have 11.80 is this too low?
 
Sounds fine to me, that's within spec. 12V rail variance is +/-5% for ATX spec. Plus that is not the most accurate way to measure anyways. Pull out the digital multimeter if you want an accurate measurement. But if you are not having any issues I wouldn't worry about it at all.
