I was watching HardWare Monitor while checking oc this evening. I noticed that it listed the 12V source as putting out 15.5 volts while running Prime95 running the small test. Is this normal output?
 
Software voltage readings are never right. Ingnor anything they tell you. If you want to check the voltages then use a DMM.

BTW the voltages should be within +/-5% of the rated voltage.
 
Let's put it this way - if your PSU was really putting out 15+ volts you'd be having some issues with dead/dying hardware 😉

Use a DMM directly on the PSU leads to know what you are getting. I still don't know why they can't make the equivalent of a $5 DMM on a motherboard and make it accurate but whatever.
 
They aready have that. See all that information is gathered by the winbound chip on the motherboard. It tracks temps, voltages and fan speeds. Problem with the voltage reporting is the chip is on the oposite side of the motherboard from teh 24 pin connector it gets the readings from. So while the power is traveling threw very small traces in the motherboard its facing allot of resistance throwing off the voltage reading. Then you have the software applications that are trying to pull the information from the chip. And that software is not configured correctly most times to get the right information.
