PSU the problem?

I am building a new system that is unable to boot, the CPU fan will spin up for a few seconds after I plug the 24pin connector in but nothing at all after that. Here is what I am trying to boot up with

Intel Celeron Dual core E1400 2.0ghz
Gigabyte G31M-ES2L microATX
Redintion 2GB DD2

the PSU is an Antec 380W Earthwatts

thats it, no hard drives or cd drives connected and I'm getting nothing. Is it the PSU? something else?

It could be that there isn't enough load on the PSU, so it won't power up properly. Some Antecs (the earlier Neo line, had that problem, for example)
