I'm looking for the cheapest reliable PSU that is either fanless/fan-off/silent up to 350-400W output. What's out there?

Core i5-750
8GB DDR1600 RAM (stock voltage)
5400/7200RPM hard drives (4 or less)
GTX650 Ti Boost (stock or minor OC)
 
Those components won't use anywhere near 350-400W. More like 200-250W. The Seasonic PSU will be fanless at that load... but it seems rather overpriced for your components, it's a high end unit and your rig is not high end. It may also be that a silent unit is not worthwhile if the rest of your PC isn't silent as well. What cooling do you use on the i5-750 and what is your case and fans (in particular, the fans' RPM)?
