PSU Power On

some do. Mine doesn't. I've found that usually go to the power settings in the bios and a wake timer or something is enabled. Completely disabling that helps along with setting the "AC back on power loss" or whatever it's called is set to "remain off" or the equivalent. That is what kept my bro's comp from doing the power on/off thing. He just didn't like it cuz it could potentiallly put extra stress on stuff like the HDs with a quick power up/down like that.
 
I've had PSUs before that would do that, but not any of my current ones. The fan in the PSU would spin for a couple seconds and then shut off.
