PSU making whiny clicks

I got the ASPIRE (Turbo Case)X-Superalien Blue Aluminum Server Case come with a Aspire Turbo Case 500W psu. Amazingly enough, whenever I scroll pages, especially image heavy or big ones the psu makes little clicking or whiny noises every time it moves, like when i move the scroller on the mouse. It might have something to do with having 4 fans and my video card on one line, but I pretty much had no choice due to how the cables are spaced out in this thing. I also haven't been able to get my cpu under 50c with a ZALMAN CNPS7000A-Cu with Arctic Silver 5. The stuff I have in this comp are in my sig. Yeah, problems galore. I've heard about the clicking while looking it up, so I guess it isn't anything new. The computer however seems to run stable and fast. So, is there anything I should do or is this all fine?

From what I've gathered Aspire is more less junk, if it was my system I'd swap it out.

Well then, thanks. What are some good psus that would power all this stuff while having enough lines so I don't have as much of a problem hooking this all up?

I'd like under $60. But more would be fine if it's worth it.
