PSU DoA?

I am helping my brother build his new computer, and we finally put it all together. However, when we tried to turn it on, as soon as we flipped the swtich on the back of the PSU (before the computer was turned on or anything) the PSU would let out this very high pitched whine.

Also, nothing would turn on at all, it did not seem like anything was receiving power. This seems obvious that it is the PSU, but we aren't sure.

Also, if this is the PSU, and it came as a combo with the Antec Sonata II from newegg, do you think they would let us RMA just the PSU? We really don't want to spend the money to ship back the entire case. Anyone dealt with them before like this?

Antec is good, check with them on the PSU, they have helped me a ton before.
