PSU DOA?

I've never installed a power supply before; just got my Fortron Blue Storm 500W in the mail from newegg. Keep in mind I do NOT have a motherboard yet, just a case with some fans and drives. I plugged the PSU into the wall, turned it on, and the blue LED on the power switch turned on.

BUT...the PSU fan does not spin, and when I plug the case fans in nothing happens.

Does a PSU only function when it's connected to a motherboard, or is this one dead? thanks!

edit: yes, the voltage is set correctly
 
Thank you...I had thought it would power anything connected to it initially, ie the fans. Plugged it into my current pc and it works, all is good..
