Stephen Fry hates small minded pedants like the OP. And if you think your appreciation of English is superior to Stephen Fry, then you're as deluded as you are pedantic.

The 'bad' apostrophes on signs that you hate are there for a reason. They're there to highlight and emphasize whatever word that the business wants to highlight.

What? The OP is complaining about people saying things like, "I sell PC's." That is incorrect as they are attempting to pluralize "PC", which means the sentence should be, "I sell PCs." You're talking about people using quotes for emphasis, which is something completely different.
 
Actually the apostrophe is a grammatical tool used to warn the reader that the letter S is about to appear at the end of a word.
