Ya, maybe in 2005.

I upped my lappy from Vista 32 to 64 and just downloaded all the 64 it versions of the drivers from the manufacturer website.. everything worked fine. And this was over a year ago.

Only noticeable difference was that now I can use all 4GB of my ram instead of the 3GB Vista32 was using.

Do you have to do a complete reinstall to 64 bit?

I'm one of the (apparently very few) people running Vista 32 with no issues, so I don't know if upgrading to Windows 7 will be worth it.
