Of course.

But this is a recent change in policy, that is not clearly explained on their website and whcih seems to be applied to only some orders Their CS reps in India don't even have updated scripts yet to explain the fee or when to expect it.

Hence the PSA, which FYI is short for "Public Service Announcement," to inform potential buyers that the price shown while shopping might or might not be the full price they will be asked to pay to complete their order.
