Usually magnetic is a fallback. Most card readers will only let you use it if the chip fails at least 3 times. Even the person at the cash can't invoke it.
 
In the Netherlands with dutch banks you also have to key in a 4 number code PIN. ( I do not travel much)
As far as i know, here primarily the EMV chip is used.
But the magnetic strip is still present as fall back option i think.
Since a year or 2, one can also pay using NFC to a maximum amount of 25 euro at once and 50 euro without authorizing anything. Just holding the card to the side of the payment device where the nfc transceiver is located is sufficient.
There are countries in the EU and outside (Turkey or Norway for example) where one can pay without typing in any 4 number code, just pressing yes is enough.
Sometimes the shop or restaurant owners ask for an ID.
Kind of scary. Skimming is big business.
