Is the PS3 region free for DVDs or are there any ways to make it region free?

If not, I'll have to keep my "hacked" DVD player around.

I have a few DVDs from the UK and may get more in the future.
 
PS3 games are region free, but everything else is region locked (DVD, Blu-Ray, PS2 and PS1 games)
 
New question:

on the BD/DVD upscaler, what setting should I use? It's default is normal. I can use off, double scale, normal, and full screen. I have no idea what the settings mean. i thought you either upscaled or not.
