where can i get it, i searched all over the place, they are either for 98/me or link is corrupted, i tried ps2 rate homepage but it says 404 forbidden or something

if you go to Device Manager and click on properties for your ps/2 mouse, go to the Advanced tab.
You can change the sampling rate there. But it's only up to 100Hz
