Protecting Excel workbooks

I need to protect an Excel doc from any changes (and viewing if possible) without a password. I am having issues setting it up for some reason from Tools>Protection.

I would like the doc to require a password for viewing, and need it to require a password for editing cells/worksheet.
 
To set a password on the file itself (to prevent viewing and/or modifying) you need to go to Save As and choose General Options from the Tools drop-down.
