proper voltage for A/C compressor clutch?

I have same problem with my 2010 corolla. Before I replace the clutchless compressor there is a 12v input after i replace there is only 2.87 volts. Can you tell me whats going on.

Compressor will not come on if the system is very low on refrigerant. There is usaully a switch mounted on the receiver / drier that checks the pressure. You can also put a gauge on the AC Low Side port. Even with it not running, it should show at least 20 Lbs ... if not, then it is low on gas and it will not engage the compressor.
