I'm sure Conjur will do that. And I'm sure that Bush will reach there eventually. But that poll certainly doesn't even say for certain that Bush is in the 20s. All it says is that there is a 95% chance that he is somewhere between 26% and 32%. Thus he could easilly still be at 32%. He isn't in the 20s until multiple polls give him a 26%+-3% approval rating. He isn't "solidly" in the 20s until multiple polls give him a below 26%+-3% approval rating.
