Promise Ultra66 "pauses" PC when transferring files

I have tried multiple configurations with my Promise Ultra ATA 66 card. I have 2 Ultra 66 HD's, configured as primary & slave. I have tried having them on the same ribbon (Ultra 66 ribbon, of course), and on separate IDE channels on the Promise card. When in Windows 98 (2nd edition), the HD's seem to pause the whole computer system when transferring files. The only kind of pause I can compare it to is using a parallel port scanner, when everything seems to freeze for a couple seconds while scanning. Any advice would be appreciated...

How exactly would I get rid of this resource conflict? Through the bios or in Win98 itself? By the way, I have a celeron 433.

how exactly does it "pause" your system?

because this could be some normal behavior, or some normal behavior taken completely to the extreme...

help me out here (i'm a retard)--

do you have to have a hard drive hooked up to the card? or can you put cd/dvd/cdrw drives on it w/o putting hard drives. cuz everytime i tried to just put my cd drives on it, it wouldn't work. i didn't put my hard drive cuz i was kinda scared, plus it was a hassle with all the wiring and what not. the message i always got was "bios not installed." wtf....i installed and flashed the bios a million times. the top of the screen would say "Promise bios 1.65" (just making up a number) and then below it, it would say "ultra66 bios not installed." i got pissed so i just took out the card and put it back in its box.

So my question is, is the card busted or do i have to hook up the hard drive? the reason i'm confused is cuz in some of the literature, it sounded like the hdd need not be connected, but then some places say it does. [nick cage voice] i dunno...i'm confuuuuuused!

By pause, I mean that everything ceases to work for 1-3 seconds, when say, I am moving a file from one drive to another. When I have my HDs hooked up to my motherboard, this doesn't happen, and the computer can function smoothly while copying/moving files. I did notice that the Promise card is sharing IRQ 9 with my soundcard, but Windows won't let me change it.

I have a similar problem with a scsi drive. Does bursts and then sits there for 5-10 seconds before continuing the file transfer.

Controller is a 2940UW, on IRQ 10 all by itself. Tried every combination of settings I could with no results.

Didn't try moving the card. Though without a conflict, it didn't suggest any reason to.

Any ideas?
