Programs that will transfer programs from old hard drive

I am rebuilding a computer for a friend's mom. I am looking for a program that can transfer programs that were installed on her old HDD to the new hard drive. Programs like acronis can restore to dissimilar hardware, but since I am going from XP pro to XP home I can't use acronis. Does anyone know of a program that can do this?

OP's best bet is to use the Files and Settings Transfer wizard in XP
to move whatever he can, and just reinstall his applications.
Sure, there are buyable programs out there to do what the OP is asking for,
but all the reviews are a mixed bag.
