Rain has been out of development for quite awhile. The links to download it are not from the guy who created it, just archived copies. That's why it only refers to older CPUs.
 
rain/cpuidle does not work with win2k because win2k has scpi instructiosn for the HLT commands already...not sure abit win98
 
I'm not sure about all, but I know most of these programs (CPUIdle def.) cause any processor usage indicator you have going to show 100% usage all of the time. Just a note so you don't freak out.
