but do you have a router with qos or could be flashed to ddwrt or tomato?
prioritizing traffic or ports has about the same effect if you want to stop someone from being a hog. set that to bulk and it'll get smushed to the side whenever something else needs bandwidth
 
If you are looking to limit someones download speed you can't do that from your computer. You would have to go on to their pc install NetLimiter and create a rule to limit their bandwidth. The only way you can limit another persons Bandwidth is by creating a client access server in your network. You unfortunately cannot do this on a Peer to Peer network. I had the same problem with my brother downloading and lagging the crap out of me GOW2.
 
If you're just looking to limit your download rate on one large file, you can use the command-line program wget, with the --limit-rate option.
