Programs in Windows XP ignoring taskbar

Not quite sure what's going on, so I was wondering if anyone here would have any ideas:

My PC at work runs 32-bit XP Pro, and lately I've noticed that, every once in a while, programs and even the desktop itself start 'ignoring' the taskbar. When this happens:

1. if I maximize a window, the bottom of the window drops to the very bottom of the screen - below the top of the taskbar, which is where it *should* stop.

2. icons on my desktop will drop below the taskbar, as well.

I haven't been able to catch it quickly enough to tell if any one particular program is causing this but, once it starts, that doesn't seem to matter - they'll all start dropping below/behind the taskbar. The only way I've found to correct it so far is to re-start my computer. Any suggestions?
 
Right-click on an empty part of the Taskbar, choose Properties, and make sure the box next to "Keep the taskbar on top of other windows" is checked.
