Programs hanging before loading

When I go to open up any program such as internet explorer or America Online, there is a few second hang before it starts to load the program. I have a P4 2.8C @ 3Ghz, 1 GB DDR 400, Radeon 9700 pro, all in all a pretty fast system. Could this caused from slow memory timings, because mine are set very high 3-3-3-8 becuase i bough sh1tty memory that was supposed to be cas 2 but thats another story. Please post your suggestions on why this could be happening. BTW I am running WIN XP Pro(all service packs and updates) with no unneccesary background programs. Thanks in advance for your help.

There was a security update that caused this, I think there's either a patch for it, or you can uninstall the update. I don't believe the security update was very important.

Its not spyware and if there was a patch to fix it i would already have downloaded it. Any other suggestions?

Check your Internet Explorer settings and see it it's set to Automatically Detect Proxy in Tools > Internet Options > Connections > LAN Settings. If it is, disable it and see if that helps.

Its not just internet explorer or America Online, i was just using them as examples. It Hangs before loading ANY program. Sometimes it can take 10 seconds for a program to start loading and I dont know why.

That would make me look like this --> :| Wish I had a better suggestion... anything unusual showing up in Device Manager, any hardware with !'s on it?

If madthumbs is correct, it could be a side effect of a security patch by MS, too... I know there's a security patch for Win2000 that has a negative side effect too (prolonged shutdown times as the system tries to unload the user's profile to a non-existent domain controller).

no !'s in device manager, everything is fine there. It's quite a puzzling problem. Thanks for your help guys. Any other suggestions?
