program to unpack installers?

What are some programs that can be used to unpack program install.exe files? I need to remove something from an installer and I don't know what to download to do it?
 
Sometimes you can just use Winrar.
Although then you probably won't be able to re-pack it.

If you want to take something out then just rebuild the install file.
