Hey,

I know this program exists, just don't know what it is called. I heard about it years ago.

This program monitors your boot up process and login process into windows, and gives you a report on how long each process took to run.

I am trying to troubleshoot why it takes me so long to log into Windows, after supplying my login credentials, it sits at the Welcome screen for ever. No viruses, I don't have anything unneeded auto starting.

Sometimes we confuse system boot with Windows Load. The latter is usually what takes time, and quite often, the apparent slowness is caused by the installed AV software.

You can try Soluto (http://www.soluto.com/) also for something simple and quick.

I've used this and agree it's a very simple and a great program. I love the design, very clean.
The only con I found was if you would like to remove Soluto from starting up as well, then it will reverse all changes you may have made with Soluto.

While Soluto doesn't stall your startup anything significant, it still sucks you can't remove it after it's done it's job.

How to get around it? Just note all the programs you decide to remove from boot and remove them yourself from within msconfig. This is the route I would suggest. Then remove Soluto from the boot as well, or all together from the computer.
