Program that monitors network use?

I'm having some interesting lag spike issues and its eerily similar to a hijack virus I had years ago. I've run Kaspersky and AVG both, along with Spybot and Adaware and can't seem to find anything out of the ordinary however.

Looking at my router though, the link that says WAN is constantly blinking rapidly, as if someone is trying to access this side of the router. My own activity light seems to be acting normally, but I get the impression something wierd is going on so I was wondering if anyone knew of any programs I could use that would show me what programs are currently using the internet, and how much bandwidth they're using and when.

Wireshark. (very in depth requires either a lot of research or a good knowledge of TCP (and UDP).
Activeports. (a lot less in depth, but even people who are not TCP/UDP experts can make some sense of it with a bit of homework and brainwork)

Google for either, as a single word, as I have spelled them here, and you will find them. both are freeware.
