Program that logs IPs that connect to certain port?

I'm trying to find a program that will log all IP addresses that connect to a certain port. I'm sure there are probably some out there, they are just hard to find. Can anybody help me out?

norton internet security, which is a firewall, allows you to setup rules, and a loggin option is there.. so you could set it up to allow any tcp traffic from any ip to that port, and check the logging box

but honestly I dont know where the logs go for norton IS XP, I have some rules that I checked logging for but I couldn't find the log anywhere
