Program for image resize

I want to do a batch resize of several images taken by a 5 megapixel digital camera because full resolution pictures aren't exactly web friendly. Not to me, nor the viewers. I already tried the tool included with XP PowerToys, but it does not resample, thus it leads to a horrendously poor output. Can Photoshop accomplish what I am trying to do?

What's the best way to do this?
 
I use a freeware call Easy Thumbnails... It's avaliable on download.com, search for it...

I really like it, can resize all images in a folder and store the output in another directory...

Photoshop can do this. Search macros in the help file. There is an option to run macros across a filemask (i.e. image??.jpg).
 
what i do in photochop is set up an action that will resize and then close the picture, so i just open all the pictures at once and then repeatedly click the action play button. works like a charm
 
Use Adobe Photoshop. What you have to do is create an action that records you opening the file, re-sizing it to the exact size you need, then saving the file to a directory. Stop the recording of the action. Then go to file, automate, batch and select the action you'd like to use. Then select the directory the pictures are in and then select the directory you'd like the output (saved resized photos) to go to.
 
Irfanview does it and it's very easy to get it working even if you've never touched the program before. No need to reference anything.
