program for creating a screen capture from an AVI file?

Does anyone know of a program that will allow me to screen capture (not sure if that's the right terminology) a frame from an AVI file? I'm just trying to create a jpeg. Preferably, I want something that's not going to result in a visible loss of quality from the original. Thanks for any help you can provide.
 
media player classic - go to File --> Save image
i believe virtualdub has an option as well.
 
There are ways to get around this with videocard settings, I believe you have to turn off hardware acceleration, but the easiest method by far is Ctrl + I in Windows Media Player

there is a matter of the overlay/hardware acceleration as somewhat described by warcrow above. if you try to do it with hardware acceleration on, you will only get a blank image when you try to paste.
