"Program Files" on 2nd disk = performance benefit?

I can't see that it would provide any noticeable benefit. Separating OS and programs from data is worthwhile in many ways, but separating the OS and programs wouldn't help much unless there were a need for the system to be reading OS-related files simultaneously with program-related files (which I really doubt happens all that often). Nevertheless, it may help in your situation, so if you have the disks and the time, why not give it a shot?
 
hmmmm windows != performance so more spinning disks is a good thing. As long as it is a separate HDD not a separate partition on the same hard drive.
 
In general, more independent disks are a good thing for performance but you're probably not going to see a huge difference unless you are frequently doing stuff that has your drive working hard at reading program files type data and something different at the same time.
